About the Founder
Nari Shin.
An educator and prevention specialist working on a cognitive standard for early childhood water safety.

Profile
Building the cognitive layer of water safety.
Nari Shin has spent her career between early childhood education and aquatic safety. Her work focuses on the cognitive and behavioural foundations that shape outcomes long before children can reliably swim.
She contributed to the early developmental structure of World Aquatics’ Discover Water programme, helping shape how the world's largest aquatic federation approaches its youngest learners.
Blue Whale Water Safety grew out of that work. It is a prevention-led educational framework that supports safer decision making, behavioural readiness and early cognitive water safety across different learning environments.
Targeted developmental window
Children meet water long before they can reliably swim. Blue Whale focuses on the cognitive preparation that comes before physical skill.
Implementation vision
A cognitive water safety framework designed to sit inside international schools, aquatics federations, NGOs and public safety education systems.
